Cópia de carta do Governo Geral da Província de Cabo Verde que comunica e justifica a decisão de não restituir o escaler aos Comissários Britânicos. A medida decorreu da tentativa de desembarque, sem licença prévia e fora do horário regulamentar, de três caixas de vinho Champagne, cuja introdução e consumo eram proibidos na Província, de acordo com as disposições do Regulamento das Alfândegas.
